By: Eva A. Maina Ayiera – Center for Human Rights and Policy Studies

The National Youth Service (NYS) was set up by in 1965 to create a cadre of technically skilled, disciplined and empowered youth who are economically productive and contribute effectively to national development goals. The public image of the Service has changed through the different administrations, and the Service has variously come into public prominence for politicization, corruption scandals as well as disaster response assistance. What is less debated is the youth empowerment work of the Service. Through a study among youth in Mlango Kubwa (Mathare) and Kawangware, this paper reflects on the NYS model and implications for security and empowerment of youth in communities.
